随着高速公路营运里程的不断增长和高速公路网的逐渐完善,在新的发展形势下,对高速公路营运管理提出了更高的要求,对高速公路发生的日常管理费用、小修养护费用等营运费用受到各级公路管理公司的重视。如何能够在不同地域、不同单位科学合理分配费用,用较低的资金保证高速公路通行和服务得到提升已成为当前高速公路管理中一个迫切需要解决的问题。本文以安徽省交控控股集团定额管理的具体实践,着重探讨管理费用、小修养护费用定额,从定额标准、预算编制、考核奖励三方面进行探讨。
