稍有年岁的人可能都还记得,在计划经济时代,一切消费都是有计划的,即便是吃饭,也得老老实实地画地为牢,没有可以全国流通的全国粮票。你有钱也是寸步难行,因为没有它你在外地也买不到饭吃。如果有全国粮票,那情况就不一样了,你不仅可以畅游全国,在实际消费过程中,非但不愁换不到紧俏商品,甚至可以直接兑换人民币。由此可见,具有全国流通威力的全国粮票是何等重要。当然,这是计划经济时代的产物,也是体制约束性的象征,不以自然人的意识为转移。
