县委贯彻民主集中制,有两个基本方面,一是对上,对中央,对省、市委,必须严格遵守下级服从上级、全党服从中央的原则;一是对下,包括对领导班子以至全县,必须发扬民主,加强集体领导,进行正确的集中。这两者是相互联系的。从一定意义上说,对下坚持民主集中制,是对上坚持民主集中制的重要基础。本文讨论的是后者,是向一些县委书记和组织部门领导同志访问调查的结果。
The implementation of democratic centralism by the county party committee has two basic aspects: first, secondly, the central government, the province and the municipal government must strictly abide by the principle of subordinating superiors and submitting the whole party to the Central Government. In a certain sense, insisting on undermining democratic centralism is an important basis for upholding democratic centralism. This article discusses the latter, which is the result of an investigation conducted by some county party secretaries and leaders of organizations.
