随着国有企业改革的不断深入,胜利油田在新疆探区实行了“属地化用工”的管理模式,企业员工大部分是从新疆本地雇用的乙方员工,这就给党建思想文化工作带来了“差异化”的特点。只有尊重差异,适应变化,不断探索党建思想文化工作的新思路、新方法、新途径,才能做到凝心聚力、化解矛盾,调动员工的工作热情,提高工作质量。
