环境价格改革的实质是改变环境价格背离价值的状况,让价格发挥配置环境资源的基础作用。环境价格合理化的标准是,以价值为基础,反映供求关系,调节环境利益,促进环境优化,增加人民福利。
The essence of the environmental price reform is to change the situation that the environmental price deviates from the value so that the price can play a basic role in allocating environmental resources. The standard of environmental price rationalization is based on value, reflecting the relationship between supply and demand, regulating environmental interests, promoting environmental optimization and increasing people’s welfare.
