各州、市人民政府,各地区行政公署,省直各厅、局、委、办: 省企业改革领导小组关于《云南省企业自主经营试点办法》,已经省人民政府同意,现予颁发,望抓紧在19户企业(名单附后)中迅速开展试点。目前,各级政府及各部门,都在认真学习、深刻领会、全面贯彻《中共中央关于传达学习邓小平同志重要谈话的通知》(中发〔1992〕2号文件),以进一步解放思想,加快改革开放步伐。省政府认为,当前是深化改革、扩大开放、发展经济的大好时机,要抓住这个机遇,集中精力把全省经济建设搞上去。改革既要力求成功,又要允许失败。成功了,推广;失败了,不要责难,总结经验,继续大胆改革。
Municipalities, Municipal People’s Governments, Regional Administrative Offices, Provincial Directorates, Bureaus, Committees, and Offices: The Leading Group for Enterprise Reform of Yunnan Province has promulgated the “Pilot Measures for the Independent Operation of Enterprises in Yunnan Province” with the consent of the provincial people’s government, In 19 enterprises (list attached) in the rapid pilot. At present, all levels of government and various departments are earnestly studying and profoundly understanding and fully implementing the “Notice of the Central Committee of the Communist Party of China about Comrade Deng Xiaoping’s Important Conversation” (Zhongfa [1992] No. 2 Document) so as to further emancipate the mind and speed up the reform Open pace. The provincial government believes that at present it is a golden opportunity for deepening reform, opening wider to the outside world and economic development. We should seize this opportunity and concentrate on building the province’s economic construction. Reform must strive for success, but also to allow failure. Success, promotion; failed, do not blame, sum up experience, continue bold reform.
