各省、自治区、直辖市、计划单列市财政厅(局),国务院各部委、各直属机构:为调整财政支出结构,规范财政资金管理,我部拟从2001年1月1日起,改变中央财政城镇居民肉食价格补贴拨款办法。为切实做好城镇居民肉食价格补贴的发放工作,现将有关问题通知如下:一、中央各部门驻各地的行政事业单位职工(包括中央各部门所属大中专学校在校学生)的肉食价格补贴,由地方财政拨款改为通过中央部门预算拨款。二、从2001年开始,中央财政不再安排给地方的城镇居民肉食价格补贴,地方城镇居民肉食价格补贴,由各地财政自行安排解决。三、中央财政调整、压缩的城镇居民肉食价格补贴,相应增加中央对地方一般性转移支付总额,并按一般性转移支付方法分配地方。四、中央财政改变城镇居民肉食价格补贴拨款办法后,城镇居民肉食价格补贴的发放范围、标准及办法,仍按各地现行规定执行。

After the Central Government has changed the method of granting subsidies for the price of meat for urban residents, the scope, standards, and methods for granting price subsidies for meat for urban residents shall still be implemented in accordance with current local regulations.
