侦审一体化后 ,刑侦改革进一步深化的障碍是其队伍素质难于达到公正司法所需侦办质量的要求。应建立有竞争激励与责任约束的工作机制 ,改革选人、用人及淘汰机制。应在干警中讲学习、正风气、倡竞争 ,提倡运用科技 ,制定合理的目标 ,加强教育以提高队伍素质。
After the integration of reconnaissance and examination, the obstacle to further deepening the reform of criminal investigation is that the quality of its contingent is difficult to meet the quality requirements of fair and just judicature. A working mechanism with competitive incentives and responsibility constraints should be established to reform the selection, employment and elimination mechanisms. We should learn from the cadres, upsetting the atmosphere, advocating competition, advocating the use of science and technology, setting a reasonable target, and strengthening education so as to improve the quality of our team.
