淄博市劳动局针对每年第四季度生产任务紧张,忽视安全生产,事故多发等特点,决定从1994年10月21日至1995年1月25日,在全市非矿山企业范围内,开展“百日安全生产无事故”活动。措施有四:一是要逐级签定责任书。按隶属关系和分级管理原则,各企业与其主管部门、劳动部门签定无事故责任书;企业要加强内部管理,也要与车间(分厂)、职工个人签定责任书,要逐级负责、逐级把关,做到目标明确,措施有效,责任到人。二是组织力量重点抽查,主要是检查学习贯彻《劳动法》情况、事故隐患整改情况、活动开展情况等。对不具备安全生产条件,且存在重大事故隐患的,一律责令停产整顿。三是实行安全活动抵押金办法。企业在和其主管部门、劳动部门签定责任书的同时,要交纳1000元安全生产无事故抵押金。活动结束后,对于未发生伤
