在实施创新驱动发展战略新形势下,技术评估日益成为我国科技的社会治理中的一个重要议题,并受到各方关注。研究发现,技术评估已成为欧盟国家科技决策系统中的一个重要环节,推动了欧洲政治决策的科学化、民主化进程,欧洲议会层面组织开展的技术评估活动与评估实践做法对我国有一定启示。通过对欧洲议会技术评估组织的重点观察、典型分析及与欧洲国家技术评估发展的对比,我们认为应加快发展我国技术评估,完善科技治理,更好地为创新驱动发展战略目标服务,并提出将技术评估作为管理技术的战略工具,提升科技的社会治理能力;加强理论方法研究,做好技术评估的顶层设计,提供制度保障;注重评估与政策、立法系统相结合,建立公众参与机制等建议。
Under the new situation of carrying out the innovation-driven development strategy, the technology assessment has become an increasingly important issue in the social governance of science and technology in our country and has drawn the attention of all parties. The study found that technology assessment has become an important link in the science and technology decision-making system of EU countries, promoted the scientific and democratization process of European political decision-making, and the technical assessment activities and assessment practices conducted by the European Parliament have some enlightenment to our country. Through the key observation, the typical analysis and the comparison with the development of European countries' technology assessment, we think that we should speed up the development of China's technology assessment, improve the science and technology management and better serve the innovation-driven development strategy. As a strategic tool for management technology, technology assessment enhances the social governance capacity of science and technology. It also strengthens theoretical research, completes top-level design of technology assessment and provides system guarantee, pays attention to assessment and policy, legislative system and establishment of public participation mechanism.
