事件:11月16日,“2003中国财税论坛”在北京闭幕。会上,讨论了我国新一轮税制改革的方向。北京市华远集团总裁任志强等针对目前个人所得税制度中存在的问题,向在座的国家税务总局官员和税制专家提出了质疑。任志强问道,在座的可能都是搞税务的人,你们谁能举手说你每年应该缴纳多少税?如果没人知道,那么你缴纳了多少税你知不知道?很明显没人知道,所以,我觉得我们个人所得税有很多问题。任志强的故意发难并不是针对在座的税务官员,他认为,现行的个人缴纳所得税代扣代缴的征收方式存在明显的缺陷。最直接的结果就是,我们无法证明自己是纳税人,也无法证实自己到底缴纳了多少税。任志强说,连续多少年我也永远不知道我缴纳了多少税,因为我永远没有一张税票。美国大使馆的移民官问我,你的收入是多少,我说我挣很多,我一年所得税要缴纳几百万元。他问我要税票,我说政府从来没有给我税票。

Ren Zhiqiang said that for many years in succession I will never know how much tax I paid because I will never have a tax bill. The immigration officer of the U.S. Embassy asked me how much your income is. I said that I made a lot of income and I had to pay millions of dollars in income tax a year. He asked me for a tax stamp, and I said that the government has never given me a tax bill.
