中国明年将继续实施积极的财政政策,国家计委和财政部最近达成共识,拟定明年发行长期设国债一各四百亿元人民币,重点投向农村、技术改造等五个领域。 北京经济分析人士认为,这个规模体现了中央经济工作会议的方针,规模略小于今年的一千百亿。是时,明年国债资金将主要投向五个方向:一、确保重大项目的投入和建设。二、改善农村生生活条件,增加农民收入。三、促进技术进步和企业技术改造,增强经济发展的后劲。四、继续为加西部地区经济发展创造条件。五、加快实施退耕还林,促进可持发展。
China will continue to implement its proactive fiscal policy next year. The State Development Planning Commission and the Ministry of Finance have recently reached a consensus to formulate a long-term treasury bond issue of 40 billion yuan next year, with a focus on rural areas and technological transformation. Beijing economic analysts believe that this scale embodies the principle of the Central Economic Work Conference and is slightly smaller than this year’s 100 billion yuan. Yes, next year, treasury bonds will mainly be invested in five directions: First, to ensure the input and construction of major projects. Second, improve living conditions in rural areas, increase peasant income.
