80年代以来,随着我国保险业的恢复和发展,煤炭行业职工意外伤害保险作为一种有效的社会保障手段,逐步引起各级政府的重视。1996年实施的《煤炭法》第三章第四十四条规定:“煤炭行业必须为煤矿井下作业职工办理意外伤害保险,支付保险费。”然而,从实际投保情况来看,形势不容乐观。有关资料表明,1998年全国煤矿约有7.21万多处,当年投保的仅占21%;1999年,关井压产后,保留矿井共4.11万处,而投保率却降为8.5%,这与我国国民经济的发展和即将加入WTO的形势很不适应。本文拟就煤炭行业存在有关给矿工投保的问题提出些粗浅对策,仅供参考。
Since the 1980s, with the recovery and development of China’s insurance industry, accident insurance for employees in the coal industry has gradually attracted the attention of governments at all levels as an effective social security measure. Article 44 of Chapter III of the “Coal Law” promulgated in 1996 stipulates: “The coal industry must handle accidental injury insurance and pay premiums for coal mine workers.” However, the actual situation is not optimistic. Relevant data show that in 1998, there were about 72,100 coal mines in the country, accounting for only 21% of those insured in 1999. After the closure of the well in 1999, a total of 41,100 mines were retained and the insurance rate dropped to 8.5% The development of the national economy and the imminent accession to the WTO are not well adapted. This article intends to put forward some superficial and countermeasures on the issue of insuring the miners in the coal industry, for reference only.
