当前,涉海保密工作的形势非常严峻,境外势力不间断地利用各种高技术手段对我国海域、海洋科技发展情况进行窥视。在保密系统中,人是最重要的涉密载体,也是最具多样性和不确定性的载体,人员管理是保密管理体系的重点和核心。涉海科研单位需结合涉海科学研究特点,不断探索人员管理模式和机制,持续推进保密管理水平的提升。在文中,笔者将结合保密管理实际,谈谈做好涉海科研单位人员保密管理工作的一些体会。
At present, the situation concerning the secrecy work in the sea is very grim. The overseas forces use various high-tech means to continuously peek into the development of China’s sea areas and marine science and technology. In the security system, people are the most important classified carrier and the most diversified and uncertain carrier. Personnel management is the focus and core of the security management system. Scientific research units involved in the sea need to combine the characteristics of scientific research involving the sea and continuously explore personnel management modes and mechanisms so as to continuously promote the enhancement of the level of confidential management. In this article, I will combine the reality of confidentiality management, to talk about some scientific research units involved in the sea of confidential management experience.
