政府购买服务已经成为各级政府所倚重的向社会提供公共服务的重要选择,但却存在着因为政府购买服务边界不清所造成的边界异化及其治理风险问题。本文意图通过S市“第三方管理”经验说明,在城市基层治理压力不断增加的形势下,基层政府会投机性地使用灰色化的社会力量去应付城市基层治理的难点工作,并将这种争议性做法包装在政府购买服务的政策话语下加以合法化。这种经验表明,中国政府在推动购买服务的进程中必须划定合理边界,以防止地方政府对购买服务的投机性使用以及由此带来的治理风险。
Government procurement of services has become an important choice that public services at all levels rely on to provide social services. However, there are problems of alienation of borders and governance risks due to unclear government services. Through the experience of S city “third party management ”, this paper shows that under the situation that the pressure of urban governance at the grassroots level is constantly increasing, grassroots governments speculatively use gray social forces to deal with the difficult tasks of urban grassroots governance. The controversial packaging is legalized under the government’s policy of purchasing services. This experience shows that the Chinese government must set reasonable boundaries in promoting the purchase of services in order to prevent the speculative use of local government services and the resulting governance risks.
