随着我国社会主义市场经济体制的不断完善和科技体制改革的不断深化,原有的科研管理制度在一定程度上已不能适应形势发展的需要。为此,国家科技部、财政部根据中共中央、国务院《关于加强技术创新、发展高科技、实现产业化的决定》中提出的“国家科研计划实现课题制,大力推行项目招投标和中介评估制度”的要求,于1998年在国家重点基础研究专项经费率先实现了课题制管理。这是我国科研计划实现课题制管理改革的第一次实践探索,受到了科技界的广泛关注和肯定。自“十五”开始,国家科研计划将全面实施课题制管理,有关的管理办法也将按照课题制的要求进行修订。
