交通运输部救捞系统成立于1951年,是我国一支重要的海上专业救助打捞队伍,是国家应急救援体系的重要组成部分,承担着海上人命救助、环境救助、财产救助和抢险打捞等职责,代表国家履行有关国际公约和双边多边海运协定。长期以来,特别是2003年救捞体制改革至2013年的十年间,在党中央、国务院的高度重视、亲切关怀下,在交通运输部的坚强领导下,救捞系统攻坚克难、开拓创新,坚定不移地履行救捞职责,为我国经济发展、社会和谐稳定、人民生命财产安全和海洋环境清洁作出了应有贡献。一、主要成效(一)救捞队伍建设取得显著成效。经过多年建设,救捞系统队伍力量进一
