随着夏收的到来,我国在粮食问题上的工作重心也从“生产”转移到“流通”上来。5月31日至6月1日,全国粮食流通体制改革工作会议在北京召开。国务院总理温家宝在会上强调,必须从全局和战略的高度,深刻认识搞好粮食流通体制改革的重大意义,统一思想认识,准确把握政策,认真抓好落实,确保粮食流通体制改革顺利推进。6月3日国务院颁布了《粮食流通管理条例》,1998年6月6日发布的《粮食收购条例》和1998年8月5日发布的《粮食购销违法行为处罚办法》随之废止。可以说,现在正处在新一轮粮食流通体制改革的关键时期,我们也以此为主题编辑了本期“一家之言”,希望各方的仁智之见对改革的完善和引导能有所启发。
With the summer harvest coming, the focus of our work on food issues has also shifted from “production” to “circulation.” From May 31 to June 1, a meeting on the reform of the grain circulation system in China was held in Beijing. Premier Wen Jiabao of the State Council stressed at the meeting that we must profoundly understand the great significance of doing a good job in the reform of the grain circulation system from the perspective of overall situation and strategy, unify our thinking, accurately grasp the policy, earnestly implement it and ensure the smooth progress of the reform of the grain circulation system. On June 3, the State Council promulgated the Regulations Governing the Circulation of Grain, the Food Purchase Regulations promulgated on June 6, 1998 and the Measures for the Punishment of Illegal Purchase and Sales of Food issued on August 5, 1998. It can be said that we are now at a critical juncture in the new round of reform of the grain circulation system. We have also edited this one-issue statement in this issue. We hope that the opinions of all parties will inspire the improvement and guidance of the reform.
