Under the urgent situation in which the international economy and science and technology compete more and more intensely, our country must speed up the development of science and technology. Comrade Deng Xiaoping pointed out that “science and technology are the primary productive forces.” It is a wise conclusion. Economic development depends on productive forces. Science and technology are primary productive forces. Therefore, economic construction must rely on science and technology and scientific and technological work must be oriented toward economic construction. International economic competition is essentially a competition in science and technology. The task and purpose of developing science and technology in any country are, in the final analysis
