8月23日,非营利性、非政府组织(NGO)“中国政府创新研究中心”挂牌成立。该中心挂靠在北京大学,由著名政治学学者俞可平担任主任。中心的任务是对政府改革与创新进行独立评估和咨询,目前该中心承担的主要课题是“中国地方政府改革与创新”研究与奖励计划,每隔两年就要给地方政府评一次“政府创新”奖,并对地方政府的经验进行研究和推广。由非政府组织给政府打分、评奖,这在中国尚属首次,也充分凸现了 NGO 举足轻重的作用。一个“政府、市场、NGO”三足鼎立的格局正在悄然呈现。
On August 23, the non-profit NGO China Government Innovative Research Center was established. The center is anchored at Peking University and is headed by renowned political scientist Yu Keping.
