For a long time, pushing forward the integration of urban and rural areas are all an important part of the socialist market economy construction and construction in our country. The medical and health insurance for peasants is an important guarantee to promote the integration of urban and rural areas. At the beginning of the 21st century, China was committed to solving various problems of peasants’ medical and health insurance and officially launched “NRCMS” focusing on improving peasants’ medical and health insurance system and enhancing the level of peasants’ medical and health insurance. The earliest rural cooperative medical insurance system in our country was derived from the health co-operatives in the base areas of Shaanxi, Gansu and Ningxia before the founding of the People’s Republic. After the founding of New China, China’s rural cooperative medical insurance system has achieved initial coverage. With the deepening of the reform and opening up and the rapid development of the national economy,
