我厂原名东方红机械厂,是机械工业部大型骨干三线企业,1980年军转民,现有职工3300余人,主要生产电站锅炉、电站辅机及各型压力容器,是已取得最高压力、最大容量等级的A级锅炉设计制造许可证和最高压力等级C级压力容器设计制造许可证的企业之一。在市场经济的大潮里,顶着重重困难,几年来,作为地处山沟的三线工厂,取得了生产经营和技术开发的稳定和较好的发展。1994年下半年成都市机械局选定我厂进行建立内部财务管理办法的试点工作,至1995年第三年度,基本草案已按规划要求正式发布全厂试行。现将我厂内部财务管理办法(以下简称“办法”)制定的情况介绍如下:
Our factory was originally named Dongfanghong Machinery Factory. It is a large-scale backbone enterprise in the Ministry of Machinery Industry. In 1980, it transformed into a military force and had more than 3,300 employees. It mainly produces power station boilers, auxiliary power stations and various types of pressure vessels. It has achieved the highest pressure and maximum pressure. Capacity Class A boiler design and manufacturing license and one of the highest pressure class C pressure vessel design and manufacturing license. In the tide of the market economy, it has encountered many difficulties. In the past few years, as a third-line factory located in a ravine, it has achieved stable and better development of production and management and technology development. In the second half of 1994, the Chengdu Municipal Bureau of Machinery selected our factory to carry out pilot work for the establishment of an internal financial management method. By the third year of 1995, the basic draft had been officially released as planned for the whole plant. The following is a brief description of the development of the internal financial management practices of our factory (hereinafter referred to as the “approach”):
