Since mid-1985, the prices of primary products generally dropped. After the five-nation finance ministers’ meeting in September of the same year, the appreciation of the yen and the devaluation of the U.S. dollar have become the development trend. Since the end of 1985, the plunge in oil prices has affected various countries in the ASEAN and Oceania regions in various ways. In the context of this phenomenon, structural problems such as the sluggish economic growth in the world, the rise of protectionism, the delay in industrial restructuring and the accumulation of debts have emerged.
