In order to further improve the management of local grain reserves and promote the standardized management of local grain reserves, the Head Office issued the Circular on Promoting Centralized and Unified Management of Loans to Local Reserve Grain after soliciting opinions from NDRC, MOF and State Grain Bureau, (Agricultural Development Bank [2012] No. 59, hereinafter referred to as the “Notice”).
