据有关资料统计,1992年至1996年的5年间,我国数控机床产量59085台,进口数控机床53439台,其中出口7839台。以此为根据估计我国目前数控机床保有量应不小于10万台。它们大多属于机械行业的大中型国有企业。为了管好、用好、维修和改造好这些高技术机电设备,各企业都设立了相关的设备管理和维修部门,少则几十人多则几百人。这些部门确实为保证设备的正常运行起到了很大作用,但是,很多机电设备控制系统比较复杂,掌握起来比较困难,甚至有些机电设备需要专用仪器才能维修,因此企业不得不依靠机床制造厂或机床代理商来解决机电设备的维修改造问题,往往因各种原因得不到及时满意的效果。这本身就给企业带来了包袱,阻碍了国有大中型企业放开搞活走向市场的步伐。因此有关人士提出中国机电设备的维修与改造必须走社会化的道路,也就是说各企业的设备管理只需要少数人,设备的维修与改造则依靠社会上专业化公司去完成。
According to statistics, from 1992 to 1996, 5 years, China’s CNC machine tool production 59085 Taiwan, 53439 Taiwan imported CNC machine tools, of which 7839 Taiwan exports. Based on this, it is estimated that the current amount of CNC machine tools in our country should not be less than 100,000 units. Most of them belong to large and medium-sized state-owned enterprises in the machinery industry. In order to manage, make good use of, repair and transform these high-tech mechanical and electrical equipment, all enterprises have set up related equipment management and maintenance departments, ranging from as few as several dozens to hundreds. These departments do play a very important role in ensuring the normal operation of the equipment. However, many of the control systems for electromechanical equipment are complex and difficult to handle. Even some of the electromechanical equipment require specialized equipment to be repaired, so the enterprises have to rely on the machine builder or the machine tool Agents to solve the mechanical and electrical equipment maintenance problems, often fail to get timely satisfaction for various reasons. This in itself brings a burden to the enterprise and hinders the opening up of state-owned large and medium-sized enterprises to invigorating the market. Therefore, those concerned put forward that the maintenance and transformation of China’s electromechanical equipment must take the road of socialization. That is to say, the equipment management of all enterprises requires only a few people and the maintenance and reform of equipment rely on the specialized companies in the society to complete it.
