各專、市、縣: 爲了開展工農青年識字教育,達到有計劃有步驟地完成掃除文盲的任務,各地對今年冬學運動,應認真加以總結,以取得經驗作爲今後進行掃盲工作的經驗依據。在總結時,務須要實事求是地自下而上的進行。要從實際進行的情況上、思想上、關键上、特點上找出發展規律,詳加分析,說明原因,並須讓群來自己總結成績,提出意見,明確在方針貫澈上,到底達到甚麼程度?有何經驗?在識字成績上,要真正經過測驗檢查與統計。政治學習上,解决了那些問题?怎樣解决的?要拿出事例數字來說明問题,但不要現象羅列。尤其應注意的是不要拿個別现象代替一般,以少數突出的表現來代替全貌。同時,要通過總結,進行評獎工作,以鼓勵學習情緒,與鞏固學習成績。在這一基礎上,根據條件轉爲民校,以期逐步消减文盲,
