近十年来,水土保持工作在我省陕南蓬勃发展,高潮迭起。涌现出了白河、镇安、南郑等县一批水土保持先进典型,为秦巴山区整治江河和脱贫致富树立了样板。 白河的精神:白河是陕南山区自然条件最差的一个县,全县没有一座水库,没有一块上百亩大的平地,几十年来他们靠的是“啃硬石头”的白河精神,在条件极其困难的贫困山区,硬是为自己“啃出了”20万亩基本农田,铸造了自己的“金碗碗”,“六万里石坎固根本,二十万亩梯田保温饱,治山创业扬神州”,成为陕南山区修田造地、农业腾飞的带头雁。在艰苦拼搏的年月里,广大的白河干部和群众流了血,流了汗,有的付出了宝贵的生命。在治山治水中、培育起来的白河精神,具有强大的生命力和推动作用,李鹏、陈俊生、杨钟等领导同志曾给予很高的评价。许多省内外的单位和同志都去白河学习过。
