专利是知识产权战略的重要组成部分,也是体现城市技术创新能力的一个重要指标。宁波市及15个副省级城市专利申请及授权状况的比较分析显示,近年来宁波专利发展成效显著,但专利质量、水平和结构等仍存在一些亟待解决的问题。影响专利发展的主要原因有R&D投入强度偏低、工业结构有待进一步优化、高层次创新型人才短缺、企业专利管理水平有待提高、专利资助政策有待进一步完善。对此需要采取相应对策,推进宁波创新发展。
Patent is an important part of intellectual property strategy and an important indicator of urban technological innovation capability. A comparative analysis of the patent applications and authorizations of Ningbo and 15 sub-provincial cities shows that in recent years the development of patents in Ningbo has achieved remarkable results. However, there are still some problems to be solved urgently in the aspects of quality, level and structure of patents. The main reasons for the impact of patent development are the low input intensity of R & D, the industrial structure to be further optimized, the shortage of high-level innovative talents, the need to improve the patent management of enterprises, and the patent subsidy policy to be further improved. In this regard, we need to take appropriate measures to promote innovation and development in Ningbo.
