乡镇财政是国家五级财政中最基层的一级财政。在发展过程中,因受地理自然环境、地域经济环境以及财政管理体制和税收管理方法等因素的影响,经济发展极不平衡,有很大一部分乡镇财政还比较困难,这是一个带有普遍性问题。本文仅以对尚志市乡镇财政状况的调查为依据,做一探讨。 通过对尚志市乡镇财政状况的调查,发现造成乡镇财政困难的原因很多,归纳起来,主要有:
