Branches of provinces, autonomous regions and municipalities directly under the Central Government and cities under separate state planning: We hereby forward to you the Circular of the State Administration of Taxation on Several Issues Concerning the Financial Management of Urban and Rural Credit Cooperatives (Guo Shui Fa [1996] 128). Please conscientiously implement it. State Taxation Bureau on August 21, 1996 Document Guo Shui Fa [1996] No.122 of the State Administration of Taxation on Several Issues Concerning the Financial Management of Urban and Rural Credit Risks Circular of the State Administration of Taxation of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the plan: To adapt to the needs of taxation and financial reform, promote the smooth implementation of the new system of urban and rural credit cooperatives in the process of transition from old to new, and earnestly strengthen the management, supervision and inspection of urban and rural credit cooperatives’ financial affairs so as to ensure the steady growth of fiscal revenue.
