中共福建省委于一月初召开了宣教会议。会上确定:全省各级报纸应当把提高宣传的质量作为今年工作的中心任务,要大力宣传毛泽东思想,把鼓干部,群众的革命干劲,促进工农业生产和科学文化事业的继续跃进,作为报纸宣传的总方针,以便更好地发挥报纸组织,鼓舞、激励、批判、推动的作用。参加会议的各地(市)、县的报纸总编辑在讨论中认为:为了提高宣传报道的质量,报纸要大鼓干劲。在宣传各项成就的时候,既要积极、充分、又要实事求是。要结合每个时期的中心工作,适时地大力宣传符合党的路綫、方针、政策和社会
