In the current practice of various countries and international organizations, loan agreements governed by international law are of great importance. However, it is virtually impossible to make any generally applicable statement about this in part because of the wide diversity of the treaty instruments and, on the other hand, the lack of any statistical data that includes all lenders that are differentiated according to the legal basis of the loan . The recent World Bank annual report, which estimates the foreign debt of developing countries relative to public-sector lenders to be 225.2 billion U.S. dollars, does provide a useful reference point. One can presume that the vast majority of this figure is provided on the basis of international loan agreements.
