交通部制定对外开放新政策根据我国加入世界贸易组织(WTO)的有关承诺和《外商投资道路运输业管理规定》的有关规定,交通部近期就进一步对外开放道路运输投资领域等有关事项,以交公路发[2002]551号文发出通知。内容主要有: 一、自2002年12月1日起,经交通部批准立项,允许外国及香港、澳门、台湾地区的公司、企业和其他经济组织或个人(以下简称外商),在道路货物运输、道路货物搬运装卸、道路货物仓储和其他与道路运输相关的辅助性服务及车辆维修等道路运输领域,采用中外合资形式,同中国的公司、企业或其他经济组织共同举办由外商控股经营的中外合资道路运输企业,其中外商的投资比例可以达到75％。
