In March of last year, when the Shandong Building Materials Machinery Factory adjusted its leadership team, graduate student and engineer Chai Hongshan, who was a 39-year-old master degree candidate, was elected as party secretary of the factory. His assistants and deputy secretaries are graduates of the Department of Political Education at the beginning of the sixties. A director and three deputy directors also have college education and technical titles.
