山东省建设建工集团有限责任公司上世纪90年代初期推行了矩阵式管理的“项目法”施工。为了配合和保证项目法施工顺利实施,对机械设备管理也同步进行了改革,创立了新的管理模式。1993年,集团总公司成立了设备租赁公司,把集团所有的施工机械都集中到设备租赁公司统一管理、统一租赁,实行“管、用、养、修、算”一条龙的服务体系,进行独立核算、承包经营。
