对中小学校的督导评估要变单纯鉴定式督导评估为既坚持标准又侧重发展的督导评估。教育督导的根本价值取向是指导学校在达到国家办学标准、促进均衡协调发展的基础上,实现全面可持续发展。这应该是学校督导评估指标设置的基本依据。设置标准性指标突出以人为本促进规范办学和均衡协调发展;设置工作指标实现学校全面发展;设置主动发展指标实现学校可持续发展。促进学校发展的督导评估一般工作流程应为:学校自评—制订发展规划—规划实施—学校再次自评—督导评估—改进与完善。
The assessment of the supervision of primary and secondary schools should be changed to a mere assessment of supervision and evaluation as a supervision and assessment that adheres to both standards and development. The fundamental value orientation of education supervision is to guide schools to achieve comprehensive and sustainable development on the basis of meeting national standards for running schools and promoting balanced and coordinated development. This should be the basic basis for the setting of school supervision evaluation indicators. Set standard indicators to highlight people-centered promotion of normative schooling and balanced and balanced development; set working indicators to achieve full-scale school development; and set proactive development indicators to achieve sustainable school development. The general work flow for the supervision and evaluation of school development should be: school self-evaluation - development planning - planning implementation - school self-evaluation - supervision assessment - improvement and improvement.
