十八大报告指出“加快建设社会主义法治国家,发展社会主义政治文明……更加注重发挥法治在国家治理和社会管理中的重要作用。”当今,我国社会管理领域存在许多问题,这是社会发展水平和阶段性特征的集中体现,是社会发展与社会管理不同步导致的一种客观存在。现代社会管理,从本质上讲是依法管理。为此,要进一步加强对社会管理规律的研究,找准以法治推动社会管理创新的切入点和着力点,努力在更高层次、更宽领域、更多环节上加快社会管理法治化进程。依据建设法治国家的要求,探索加强和创新社会管理的新途径、新方法,全面提升社会管理水平,以实现社会管理创新的法治化。

The concentrated expression of social development level and stage characteristics is an objective existence caused by the unsynchronized social development and social management. Modern social management is essentially managed according to law. To this end, it is necessary to further strengthen the research on the law of social management, identify the starting point and focal point for promoting social management innovation by the rule of law, and strive to speed up the process of legalizing social management at a higher level, in a wider area and in more sectors. Based on the requirements of building a country governed by the rule of law, we should explore new ways and means to strengthen and innovate social management so as to raise the overall level of social management so as to achieve the rule of law in social management innovation.
