中华人民共和国成立前夕颁布的《中国人民政治协商会议共同纲领》,既是中国人民民主统一战线的纲领,又起了临时宪法的作用。《共同纲领》是中国人民政治协商会议第一届全体会议通过,19 49年9月29日颁布的,在1954年《中华人民共和国宪法》颁布以前,实际上起了临时宪法的作用。《共同纲领》除序言外,共有7章60条。从1954年第一部宪法诞生至今,中华人民共和国宪法已经走过了60年的历程。60年中,宪法作为国家的根本大法,伴随着时代的脚步稳步发展,历经修订,日臻完善。
The “Common Program of the Chinese People’s Political Consultative Conference” promulgated on the eve of the founding of the People’s Republic of China was both a program of the Chinese people’s democratic united front and an interim constitution. The Common Program was adopted at the first plenary session of the Chinese People’s Political Consultative Conference and promulgated on September 29, 1949. Before the promulgation of the Constitution of the People’s Republic of China in 1954, the “Common Program” actually played an interim constitution. In addition to the Preamble, the Common Program has seven chapters and 60 articles. From the birth of the first constitution in 1954, the Constitution of the People’s Republic of China has gone through 60 years of history. In 60 years, the Constitution, as the fundamental law of the country, has been steadily developed with the pace of the times and has been revised and improved.
