县域是经济建设的主战场,湖南将如何发展特色县域经济呢?仔细研读省政府今年1号文件,发展特色县域经济的措施似可概括为“三个作为”:——把强县作为强省的重要途径湖南正在大力推进长株潭两型社会试验区、武陵山片区及罗霄山脉片区、湘南承接产业转移示范区、洞庭湖生态经济区建设,全省区域发展战略已趋于完善。但作为区域经济的基本单元,县域经济仍然是薄弱环节,其“立柱”作用还不够突出,
