相对于传统意义的传销,网络传销具有更强的隐蔽性、欺骗性、广泛性和技术性等特点,使得案件查处工作更加困难。2009年以来,笔者作为基层的执法人员,先后参与了“天业哈慈”、“香港安格”、“月朗国际”等数起网络传销案件的查处工作,有以下认识和体会:(一)查处网络传销案件,不应急于着手对传销活动当事人的违法窝点进行检查,而应先根据个案特征制定调查方案,分阶段开展案件调查工作,注重做好突击查处的前期准备工作。
