自1985年实行工资改革以来,煤炭行业工资制度发生了一些令人欣慰的积极变化:初步理顺了工资关系,解决了长期以来领导干部职级不符的问题,建立了联产联责浮动升级和3%的固定升级制度,改进了计件工资制度,制定了统一的分项定额标准和管理办法,实现了五统一;两次提高了井下津贴;建立了采掘工人岗位津贴。采掘工的工资有了大幅度提高。但是,从工资改革的最终目的、物价上涨和全国各行业的情况看,煤炭行业工资制度还存在一些问题。其中最突出的是:煤炭行业的标准工资仍然偏低,与其在国民经济中的地位和行业生产的特殊性
