早收清单是否按照预定的时程达成目标,是未来两年两岸经贸是否真能朝向深化合作的风向标两岸经济合作框架协议(ECFA)如期于2010年6月月底完成签署,并于9月12日生效。虽然两岸经济协议只是架构协议,但是,包含在协议附件中的早收清单,已罗列两岸许多重要产业,若能依照时程完成目标,当能立即展现两岸经济协议效果。因此,早收清单是否按照预定的时程达成目标,成为ECFA生效之后,首要检验两岸经济合作成果的项
