教育好农村党员,使他们充分发挥模范带头作用,对于贯彻落实党的十五大和十五届三中全会精神,加强农村基层政权建设,建设有中国特色社会主义新农村,具有十分重要的意义。目前,农村党员教育工作总的形势是好的,我省近年来开展的双学等系列活动收效明显,但现实工作中仍有一些难点,应认真加以分析解决。具体讲主要有四难:一是提高认识难。个别地方对农村党员教育的重要性认识不足,以为农村党员只要能完成上缴任务,不上访闹事就不错。对党员干部的要求也偏重于经济和稳定工作任务的完成。对党员的思想觉悟和先锋模范作用等没有明确的政治要求。有的农村党员缺
