基层信息人员既是信息的采集者,又是信息的编报者,因此,充分发挥其主观能动性和积极性,是实现信息工作“压量保质”的关键。目前,基层信息工作普遍存在着“五多五少”的倾向:概括总结性的多,原汁原味的少;报送数量多,特色信息少;总结评比多,实际收效少;单项反应多,综合分析少;典型经验多,问题建议少。针对“五多五少”的倾向,钟祥市委办公室运用“五分法”把信息工作纳入了规范化、制度化的管理轨道,使信息工作在更好地把握大局、围绕中心、紧贴领导、力求质效上取得了一定进展。
