流程再造之后的电子政务,其绩效评估主要从流程目标的完成情况与流程执行的效率两个方面来进行考察。电子政务流程的绩效评估需要考察预先设计的目标是否完成,以及完成的程度如何。基于效率尺度的流程优化问题是流程再造的核心内容。对于流程的效率指标应从业务流程运行时间或速度,业务流程等待处理的任务队列长度两方面进行分析。按照政府业务流程的设计规则,对政府某一领域的业务进行全面的梳理,形成若干业务流,对每个业务流程都既可以从单一流程维度进行定量绩效评估,也可以综合起来从单位维度、时间维度和目标维度进行定量绩效评估。
