In Admiralty, private property, government departments and public parks are covered by overpasses and underpasses, steep trails and multi-storey mall corridors. Hong Kong under colonial rule was initially only a narrow corner of the steep shoreline of Hong Kong Island with scarce land resources so that the British Royal Naval Command had to temporarily be stationed on the ship Tamar docked at the foot of the Victoria Peak. After constant reclamation, the colony grew into Victoria City, and gradually moved around the City Hall (completed in 1869) and the Royal Plaza (later known as Statue Square, named after the opening of Queen Victoria Statue in 1896)
