党的十一届三中全会以后,在党中央、国务院的关怀和北京市委、市政府的领导下,首钢在全国大中型企业中率先实行了承包制。12年来,首钢已从单纯的钢铁企业,发展成为“一业为主、多种经营”拥有近50亿元固定资产的大型联合企业,平均每年递增利润20%,还用自留资金为国家新增固定资产37.1亿元。 改革前,首钢设备陈旧落后,本世纪初的福特式锅炉、慈禧时代的汽轮机和国外早已淘汰的废热式炼焦炉,都还在“顶岗服役”,被国外同行讥为“冶金博物馆”。改革以来,首钢用承包后多创多留的自有资金,对全公司主体设备进行了“开膛破肚”“脱胎换骨”的改造,采用了许多国际、国内的先进科学技术,如今的首钢堪称“冶金科学大会堂”。
