军队秘书工作必须贯彻军队领导意图。军队领导意图的形成是马克思主义基本原理与军事领导活动实践的有机结合,是中央军委和上级指示精神与本部队具体情况的有机结合,是军队领导者思想水平与部队广大官兵意见的有机结合,是军事领导活动的一般规律与部队执行不同作战、训练和其它任务的特殊规律的有机结合。这四个结合是军队领导意图形成的原理。军队秘书人员除了要很好掌握这些原理外,还必须掌握军队领导意图的种类及其贯彻方式。
