As a complement to a full-time regular foreign language institution, the major of vocational and technical foreign languages is widely acclaimed and welcomed by the public in order to meet the growing social needs of foreign language personnel. However, there are still many problems to be solved in foreign language teaching of staff amateur universities, such as training objectives, schooling system, curricula, textbooks and teaching methods. In order to make the foreign language majors at staff and workers college more viable, gain the recognition and trust of the society, train foreign language talents better for the construction of the motherland’s four modernizations and reform some current practices that are not suited to the characteristics of staff amateur education,
