现阶段我国个体经济发展比集体快,集体经济发展又比国营快,原因一是个体经济的生产和经营要比集体经济活,集体的又比国营的活;二是负担不公平,个体经济和集体经济的负担普遍要比国营经济轻,他们的大部分留利可以自己用于扩大再生产。个体经济发展起来并不可怕,问题是不要把国营企业管得太死,把国营企业挖得太苦。实现现代化,主要是靠国营企业,但现在是国营企业竞争不过个体经济,也竞争不过集体经济。
